The Independent Police Complaints of Misconduct (IPCMC) Bill 2019 was one of the promises in Pakatan Harapan’s manifesto. First proposed by a Royal Commission of Inquiry in 2005, the IPCMC is meant to replace the Enforcement Agency Integrity Commission (EAIC).
The Bill aims to set up an independent commission to monitor the integrity of the police and probe complaints of misconduct involving the police. It was tabled for the first reading on 18 July 2019, but was referred to the Parliamentβs Special Select Committee for Consideration of Bills on 7 October 2019 when it came up for its second reading.
The IPCMC bill has since been replaced by the Independent Police Conduct Commission (IPCC) bill, scheduled to be tabled on 26 August 2020. The new bill, which will put the commission under the Home Ministry, has received criticism for its lack of independence.
